Largest terrorist/rebel groups form the governments. It is true across the globe.This group adopts smarter and milder form of amassing money  as against looting, bombing, and bank robbery etc, generally adopted by smaller terrorist groups.

What is most amazing is the way this group also keeps itself most knowledgeable!

For instance most governments know how to make nuclear bombs. Einstein never ever imagined that his discovery could be put to such a use. Also, some of the biggest scientific research are funded by these groups.

Question is, how exactly the governments learn?? How could such organizations become more knowledgeable, in a largest sense, than scientists??
